Of course he didn't orchestrate the details. He merely allowed his administration to be dominated by a mindless group of greed driven, laissez faire capitalists who shut down any effective controls on any form of profit driven initiative. The resulting Frankenstein in the financial sector merely emerged because no one was in control or willing to say no to anyones half baked scheme at profit taking.
