Therefore it's best to utterly destroy a beer-drinkers life, just in case. Nope, that's why it's such a difficult issue I think. In this day and age getting behind the wheel with blood alcohol .08 or better (I know this level is subjective to a certain extent) merits getting screwed over IMHO..

OTOH if the authorities were really serious they'd be catching a lot more offenders .... RIDE programs up here in Ontario are not efficient to be sure.. and punishments wouldn't need be as dramatic.. just effective in prevention... ie. no driving.. but you don't need jail necessarily... Yeah not an easy issue..

Oh and repeat offenders.. what to do there.. Some folks are chronic..

As to the smoke, well I'm 14 years quit now and will never be a raving anti smoker. Mind you I'm happy there is no smoking on planes.. but there are more important things IMO to focus on beyond restricting smokers rights to the extreme.. If a pub is too smokey... I'd let feet do the talking...
