"Not sure what you're getting at here - the disconnect about Mid-West lobbies and the Southern or Hawaiian growers has me confused." It is not so much the region as the products. Corn and wheat are the big crops, and they have the biggest lobbies. The corn farmers latched on to ethanol from corn and got legislation written to encourage it and blocked legislation for other sources of ethanol.
