Are you saying you think that if drugs are legalized, people would have to have a prescription or a permit to get them?

That would be the most likely way it would work. I don't think anyone would want them sold like liquor or cigarettes. Maybe that is where pro/anti-drug camps are getting their signals crossed?

As an example, I know of areas where a person can go get heroin and cocaine pretty easily. I have no idea how a person would get Dilaudid or morphine, unless they knew a crooked pharmacist.
