If I understand Guiliani's remark, coming into this country as an illegal and staying without documentation is a civil matter and does not come under criminal law as a criminal act.

If it comes under criminal law and is a crime, as he notes, there would be jails and imprisonment that would become a part of the penalty for coming in illegally.

I am going on the basis of what I read that was posted.

Guiliani has a lot of knowledge on criminal law, so I tend to think he is technically right------maybe not.

The brief interview provided here is like a 'political sound bite'. The sound bite is what people read and remember and use to draw their conclusions about a candidate.

Perhaps there is someone on the board who could clarify the difference between criminal and civil as applied to immigration.

I would truly like to hear a detailed session with Guiliani without the political sound bites on illegal immigration.
