As I understand it, civil law covers disputes between people. Criminal law is government VS people. Can someone tell me I'm wrong?

I would truly like to hear a detailed session with Guiliani without the political sound bites on illegal immigration.

It's a pretty simple question. It there a Federal law against walking across the border? If there's no law against it, what gives Federal Government agents the right to stop you and search you when you cross at an official crossing point?

Rudi's simple answer is:

GIULIANI: Glenn, it's not a crime. I know that's very hard for people to understand, but it's not a federal crime.
