You have a very partisan view of everything.

The Democrat candidate has not always won in California.

There are valid reasons for a state to do this independent
of any partisan reasons.

In a "winner-take-all" system, the candidate who is down
in the polls in a large state like California might
"write off" the entire state and not even bother campaigning
there. But, if there were electoral votes in play under
a proportional system, that candidate would still actively
campaign in that state and listen to that state's issues.
