That's not true. The Arabs of Palestine had an educated effendi class, just look at the Husseinis and Nashishibis and Nuseibehs of Jerusalem alone. But the Mufti consolidated his rule on village fighters and assassinated any local competition, so the Palestinians never self-organized into institutions. In 1947, when it became clear that war would come, the effendi class evacuated to Lebanon or Egypt, leaving the remaining bulk of the lower class townsmen and fellahin behind.

WRT to its taking time, it's been sixty years, and aside from forming a nationalist consciousness and backing it up with a largely invented history, the Palestinians seem to be moving in the wrong direction as far as statehood is concerned.

It should be clear by now that since Oslo, a Palestinian state is something the West wants a whole lot more than the Palstinians do. As far as the Pals are concerned, it's strictly the booby prize.
