Why does Edwards think we need an organization------is this not redundant of alliances already? "Using the anniversary of the 9/11 terrorist attacks as an opportunity to outline the policy he pledged to implement if elected president, Mr. Edwards announced he would form a Counterterrorism and Intelligence Treaty Organization (CITO).
