Not by Intel, but by Intel engineers. The documentation used to include the author's names and affiliations (now they're anonymous). About 3/4 of the engineers who worked on developing the SPEC benchmarks were from Intel.

Probably good guys who didn't intentionally screw up things for other architectures but certainly guys who knew a lot about optimizing for Intel architectures and (hopefully) little about optimizing (or de-optimizing) for other architectures.
