My main question (asked of most any policy) is "Does this policy achieve our strategic goals?"

And, "Does it achieve them in a cost/effective manner?" (I.E., are they BETTER, more effective policies that alternately could be pursued?)

To answer either of these questions rationally, you have to first AGREE on just WHAT the national strategic goal actually is....
