Before Clinton got into office, people were also expecting deficits "as far as the eye could see". It only took a relatively trivial increase in tax rates to eliminate those deficits and create surpluses that were threatening to completely eliminate public debt within a decade -- hence Bush's tax cuts.

The US is the lightest taxed developed country. It can eliminate its deficits, if it so chooses, very quickly.
