Looks like 'mystery solved'... it's TWO 'reports'.

The report the General delivered to the WH remains classified, (& neither Congress, nor public will see it according to WH), while what the General delivered to Congress today was something different, "written testimony" (or "written remarks" if you prefer...).

Not the same things. Two different things.

White House spokesman Tony Snow said today the administration had ``not shaped'' the assessments. ``This is independent testimony prepared by two career professionals,'' he told reporters. Petraeus told the hearing he had written his testimony and not shared it with his superiors before delivering the remarks today.
