I think you have acknowledge that our enemies exist numerous times...and you have pointed out that that these enemies have more immediate enemies than ourselves. If we turn them toward their logical, local, most imminent disputes, it serves our National interest better than our serving as a referee and punching bag for every sect that figures out how to twist us around. As a strategy, as opposed to a tactic, I like your thinking. Just watch Basra. (You'll hear me say this a lot in the weeks ahead).
