If you want to impose a new government order on a nation crushed militarily, sure.... But if instead you want to send in 1/5 the number of troops necessary to do that job, then disband the means of carrying out your practices, impose a democratic pluralistic government on an ethnically and religiously varied population (Completely unlike Germany and Japan), you won't get it done. You do see the difference, don't you?
