there is a 3rd reason that im sure is not lost on congress. money has no citizenship. when i was in banking i had a client, who was retired, but clearly connnected. one of his business was the importation of bananas. he would visit the bank in a cadillac and explain how he was the agent of a panama trust. I still smile
when I think of our encounters. If the u.s. decided to tax investment income as regular income. most of it would disappear into international trusts as fast as you could shake a stick.
