again, read the text of the joint resolution of Congress
that I posted earlier.

It says that the U.S. Congress has already given its consent
to Texas (as a condition of annexation) to create up to four
additional states. I see no conflict with Article 4,
Section 3. In other words, the U.S. Congress has already
"pre-approved" up to four additional states being formed
from Texas. So, now it is just up to Texas to decide if
and when they want to do this.
Again, this is totally consistent with Article 4,
Section 3.

I see no "time limit" in the joint resolution which
would imply that the opportunity for Texas to do this has "expired".
In fact, the joint resolution uses the
phrase "MAY HEREAFTER" which implies that Texas does
indeed have the permission of the U.S. Congress to
do this at any time in the future!

Of course, ultimately the Supreme Court would make the final
decision if Texas ever tried this today, but I do believe
Texas would have a very strong legal argument.
