If he's an idiot who doesn't know than he's not lying, if he is lying than he knows. Your accusations a incompatible with each other.

And while the statement is obviously wrong, even dumb, I wouldn't call one dumb statement a sign that someone is an idiot. If it was I suppose we would have to consider everyone an idiot.
