The IRS has been focusing more on tax evasion trusts since the mid-90's or so. The problem with them is that by establishing the trust and failing to report the income you've pretty much made their case for them (tax evasion otherwise isn't the easiest thing to prove).

Most of the people who get involved in these things don't really understand they are risking a prison sentence.

The worst are the "international business corporation" people, oy vey, if you are going to be a scamster at least pick a business entity that actually EXISTS.
