It obviously cannot. The infiltration of Iranians and Al Qaeda into Iraq is a major problem and it needs to be dealt with. One of the successes of the surge is that casualties among the foreign terrorists has mounted, as has the capture rate. People look at the results of their companions when projecting their own future. The more dead terrorists the harder it will be for them to continue to undermine freedom.
