About 30 years ago, National Airport had a small, virtually unmonitored "Congressional parking lot" near the front entrance, reserved for the then-exalted congresspeople who came and went between DC and their home districts. We caught on that to park in that lot (forever, if necessary) only required placing some copies of the daily Congressional record visibly near the back window of the car. These tomes were printed on cheap newsprint paper and about an inch thick every day. We all worked for the govt, so copies of the Congressional Record were everywhere in every federal agency and were throwaways.
