Doesn't matter. This is an issue between Q and Verizon based upon the contractual provisions in the license agreement. The following is sample indemnification language that is used in license agreements.

e) Licensor will indemnify, save harmless, and defend CUSTOMER and all directors, officers, employees, and agents of CUSTOMER (collectively "indemnified parties") from and against any and all claims, damages, losses, liabilities, suits, actions, demands, proceedings (whether legal or administrative) asserted by any third party, and related expenses (including but not limited to reasonable attorneys' fees and expenses), arising out of or relating to any alleged trademark, service mark, trade name, copyright and/or patent infringement, trademark dilution, or unfair competition claims relating to the Licensed Products.
