My latest thinking on Bush -

Every President in my lifetime had loyalty to their party and their ideology, but when elected, the weight of the office seemed to change them and they put the welfare of the American people first. Some were better than others... none as bad as Bush.

I sincerely think Bush puts his religion, his ideology and his party before the welfare of the people. That's the only thing I can think of to explain his lamebrain policies.
