I see two issues. 1. An experienced kayaker in open water will always be wearing his vest. No exceptions...ever. We don't wear the big orange vests from days of yore. Today's vests are so comfortable that it's pretty easy to forget you are wearing it. The fact that they found his vest undamaged means he wants people to think something bad happened to him. 2. An experienced kayaker can do 9 miles open water in his/her sleep. I have done over 30 at one time myself on numerous occasions and could have done much more if my safety were at stake. Police should check the air and ground radar for that area during that time. They will find a boat was loitering or a sea plane landed and then took off.
