Why do you think that iTunes is not being offered as part of the rebate?

My guess is that it is because that would create a direct hit to the bottom line, and would have the added detriment of not creating traffic to an Apple Store and hopefully giving people an incentive to create marginal revenue from product purchases that might not otherwise have happened.

I think this is petty and short sighted because Apple was trying to create the impression that they're looking out for the best interests of their core customers. By cutting out iTunes from the equation they're just giving another reason for those core customers to be irritated. And in the grand scheme of things, it wouldn't be that big of a deal for them to add iTunes to the uses for this rebate.
