You keep "moving the goalposts." If listed several terror leaders who, with their groups, were given haven in Iraq. I've shown how one launched an attack against an American from Iraq. And how another terrorist who tried to bring down the WTC was given haven.

Is the US a "haven for terrorists"?

Here is another - does Iraq have more or fewer terrorists post Saddam?

Here is another - how many terrorists does Saudia Arabia, Egypt and Pakistan have compared to Saddam's Iraq?

While there are plenty of terrorists in Iraq, Saudi Arabia, Pakistan, and even in the US (and many many other countries), the issue involved in a country being a "haven for terrorists" is whether the government of the country explicitly allows them to operate legally in their territory and protects them. While there may be terrorists in America, for example, they aren't here with the approval and blessing of the US government and they don't enjoy its protection.
