re: don't have to "prove" that (it would take my possession of internal Saddam regime documents to prove that and you wouldn't accept even that). The fact that Saddam ran a Stalinist state is evidence enough.

It's your contention (against all common knowledge) that Iraq was a "haven for terrorists". This is your definition:

"the issue involved in a country being a "haven for terrorists" is whether the government of the country explicitly allows them to operate legally in their territory and protects them."

So if you claim the wacky notion that Iraq was a "haven for terrorists" then you have to prove Saddam "protected" them.
