Let's see now. If I fly a helicopter over an old neighborhood with closely packed frame houses, and I drop a bomb, should I expect there to be a fire with collateral damage? Should it be a complete surprise to me that my "little bomb" burns down an entire city block?

What I AM quick to blame the cops for is their arrogant use of excessive power with no consideration to the harm they cause to uninvolved citizens.
