Is there a single example of sanctions toppling a dictatorship? I can't think of one.

If anything, sanctions seem to generally harden support for the regime being targetted. Easy to manipulate people this way.

The Iranian regime may be unpopular. But it still has a strong minority of fervent fundamentalist supporters. They won't give up power just because economic times get rough. They have God on their side.
