There may be some truth in that statement.

The "Greenspan Put" is/was a creation of the minds of Wall Street investors, manifesting their confidence that fed policies would protect the value of investments, even though that may not have been its primary purpose. It stemmed from the lowering of interest rates after a financial crisis.

Perhaps that was the limit of the fed's power. The fed has no power to control the mind(s) of Wall Street investors.
