I found that sentence far too brief. Since this sounds like a terrestrial (wire-based) service, I was wondering if by "video encoders", they might be referring to equipment like Wavephore's VBI encoders? In other words, this might be a competitive service to WaveTop, but might also be a customer of Wavephore's or some other company that users Wavephore hardware.

Thoughts?
