Isn't the theory of operation of a taser that you paralyze the perp so you can control him? This guy was not paralyzed. It just made him yell. Was there something wrong with the taser? Did the officer not know how to use it? Did she deliberately misuse simply to punish the guy? A bunch of cops were sitting on him when she shocked the guy. Seems they already had him under control. Why taser him?
