Most major projects are a combination of either State and Federal, or County and Federal funds. The Feds are essentially returning money to the state (paid by the state's taxpayers) when they participate with a local DOT. You can argue that it doesn't make any sense for the Feds to tax and then return the money... and there is something to that. But there are different jurisdictions... state, county and federal, that benefit from functional improvements in the road system. just because you live in California it doesn't mean that at times you won't benefit from improvements in Nevada's road system. For instance when something arrives in California by truck.
