Islam considers all of Saudi Arabia to be holy ground.

Some radical Islamicists might, but even with them I'm not sure how much the thought is real and how much its a pretext. Saudi Arabia is a political entity that was created by the conquests of the house of Saud. Much of its territory has no historical connection with Mecca or Medina, which both used to be controlled by the Hashemites. The US military was in places like Dhahran on the other side of the country.
