You seem to have neglected that Clinton gutted the military for his cost savings. The cost of repairing a thing that is broken is much less than the cost of keeping it working properly. As usual you neglect to mention the Roth IRA was a gimmick to collect taxes not due for decades that made Clinton look good while causing tremendous harm to future tax collections.

Both Reagan and President Bush 43 inherited a military than needed to be rebuilt after democrats gutted the military. After you shift the cost of that to the responsible party the landscape shifts substantially. If you remove the Roth tax prepayments, Clinton looks pretty bad.
