"Clinton confidante Paula Casey is appointed US Attorney in Arkansas."

Your point?

"She turns down a proposed please agreement with David Hale in which he promises to reveal information concerning the "banking and borrowing practices of some individuals in the elite political circles of the State of Arkansas.""

Umm, right. David Hale was being charged with scamming the government. When questioned earlier, he didn't mention those individuals, but only comes up with the claims after he is indicted on fraud to try to plea bargain. So she was supposed to take the word of a scam artist with nothing but his word, and despite all the evidence that he is lying, launch an investigation against a sitting president?

Right. You do live in a different place, don't you?

I know that under Bush things have changed, but USAs are supposed to have little things called evidence to launch investigations. The word of scam artists likely isn't enough. Or, at least, shouldn't be.
