Since Kenneth Starr didn't find anything, despite years of trying and millions spent, there wasn't anything to bring indictments about. Now true, some people did wind up going to jail over the issue. But none of it was related to Whitewater, nor was it based on Hale's testimony. He was scamming to the end. You'd probably like him.
