I'm pretty sure that 10.3.x only supported Java 1.4 but it did support Java 'out of the box.' The easiest way to find out what version is installed is to run terminal and type 'java -version' which will tell you for sure. Since you've waited this long on Tiger, I'd highly recommend you wait for a few more weeks and get Leopard instead. I would be very surprised if it is not released in Oct and it should run on G4 machines quite nicely.

Regarding the issue of sites that don't support Mac, in my experience this is almost always a case of the site really only supporting IE. Firefox has done a good job of working around these issues and Apple still has a ways to go in getting Safari to support these sites where possible as well as a few instances of not being fully standards compliant. Safari on Windows still needs work as it's a beta release and will get better in time as will Safari on Mac as a result. Keep in mind, Apple hasn't been in the browser business for very long and still has some catching up to do. Safari 3 is worlds better than Safari 1 and 2 but it's far from perfect at this stage.
