You're swallowing the hysteria. It takes a very minor change to fix the 75-year Social Security funding problem. Medicare and the Interest Payments on the Federal Debt have unfunded obligations that are each 5 times larger. At the rate we're going, the funding for Iraq is eventually going to be almost as big as Social Security. They're currently estimating that it'll cost 3 trillion in 2008 dollars.

SS tax receipts are around 75-80 billion/month which is about what the TIO program lends out each month. It seems to be Bush's modus operandi to find a way to get around the system if he can't get Congress to pass what he wants or if he simply finds it expedient.
