That's why undocumented workers are more likely to use the Emergency Room for routine care. By Federal law they cannot refuse to treat anyone, regardless of insurance or legal status. a doctor in my office complex went bust, medicaid wouldn't pay unless she could show they were here legally. Undocumented diabetics who cannot afford the $80 or so monthly cost for insulin, which seems unlikely, attend the Emergency Room and are hospitalized for more serious diabetic problems caused by uncontrolled blood sugar. I think the problem is the cost is not being borne by those benefiting from their labor. Farmers, construction companies and others hire undocumented workers for a cheap price while foisting the other costs for their workers onto others in our society - such as those who pay health insurance premiums. .
