IMET's done 'almost nothing,' so let's start over, BCSC says

TORONTO -- The RCMP's securities crime unit has achieved "almost nothing" since its creation, and it may be time to set up an independent investigative body to tackle white-collar crime, the chairman of the British Columbia Securities Commission said yesterday.

Doug Hyndman said the RCMP's Integrated Market Enforcement Team (IMET), which was created in 2003 to focus exclusively on securities fraud, has been "disappointing." IMET has failed to announce charges on any major cases, although it has launched investigations into any array of prominent scandals, including those at Nortel Networks Corp., Portus Alternative Asset Management Inc. and Royal Group Technologies Ltd.

"Despite spending about $100-million on this program so far, the federal government has achieved almost nothing," Mr. Hyndman said in a speech to the Economic Club of Toronto....
