FWIW, I was in the market for Frame Relay service. Looked at ELNK, PSIX, NETC, and a local ISP. NETC failed to respond to 3 email requests and one Vmail. Took 3 calls to ELNK, they were quite responsive one I got to the right person. We aren't very big but must spend $1000/month on ISP services. Went with PSIX.
