Do you mean a fee for buying ADRs one can buy online or actual, foreign shares? If ADRs (e.g. KPELY, SSL), Schwab does not charge anything extra when one buys or sells. Schwab does, however, make some minimal charge for holding an ADR in one's account which is normally taken each year when the stock pays it's dividend.
