Apart from China and Hong Kong, who is the "half the world" tied to the dollar? Europe isn't (euro and national currencies), Russia isn't (the ruble floats now I believe), most of Latin America isn't, Asia ex-China isn't and Africa isn't.

Everyone else is rising against the dollar as they should be.
