In theory you could use a lot of the existing parts. In practice there would still a lot of additional cost. Some parts would have to be replaced or modified. Others you could get by leaving in place but you would probably want to replace them for maximum efficacy with the new setup. Yes you could recycle some of the parts, but you would still be paying for new infrastructure.

As for ethanol being carbon neutral, thats very debatable, esp. with the setup for ethanol that we currently have.
