I could do it in 15 minutes.

Remove all cigarette smoking bans.

Put the Marlboro man back on TV.

Pretty much everybody who smokes drops dead right around 60, of lung or cardiac disease for which there's little that can be done. Maybe $200k of costs accrued pre-medicare/caid age and they're off the books.

They get a little past their most productive years then check out, making room for everybody else.

We could treat smokers as selfless heros, and encourage them....

Just like that, no more social security or medicare crisis.
