Don't know about other govs. Do NOT count much on Chinese gov. funds. Most of those funds will be invested in domestic Chinese companies.

Reason #1, there is NO need to let BX and alike Foreign hedge funds to be the middlemen to invest in China's domestic companies and let them to take away part of profit (this is exactly what China is doing now);

Reason #2, in case some embezzlement happens (I bet there will be), it is easy to chase money back if all sides are domestic, the funds are EASY to get returned. But if one party is Foreign identity, then Chinese tax payers money would be lost, at least most part of it. Chinese experts call this "China's own money circles in three China's own pockets"
