Leaders had to identify themselves. When we first liberated Iraq people like Chalabi had tremendous advantage, and over time others have shown to be leaders. Nobody is denying that there were serious errors.

FWIW: I was at a wedding of a marine in late September 2000. Many of the marines in attendance were being encouraged to undergo Arabic training. There was a major push which continued at least as long as I conversed frequently with the groom to increase the Arabic fluency within the military. I believe that the push continues today.
