If the whole purpose is to create a ranking of which countries people live the longest on the average, than you don't want to make any such adjustments.

But if your point is to try to use the life expectancies as a measurement of the quality of the health care and health care insurance systems in a country, than you would probably have to make those adjustments and others as well.

Actually since differences in life expectancy are largely determined by things besides differences in the basic setup of the health care insurance systems, it probably doesn't make a lot of sense to use it as an important measure of the quality of the system even with a lot of adjustments, but if you are going to use it, the adjustments make sense in this context.
