It is common among GEOs, and requires that satellite "attitude points" be maintained. Iridium is the first LEO system to employ interlinking. Also, it would be nice if frequency re-use could be resolved further, yes. There are beam efficiencies that had to be developed for frequency re-use, which is why bandwidth is such an important variable in satellite transmissions. CDMA would go a distance in eliminating the frequency re-use matter. That was another reason for its selection by Loral.
